Because of the current conflict, some institutions in Iran may be operating at reduced capacity or experiencing service interruptions that affect their ability to send academic documents to WES. This situation could hold up the credential evaluation process and delay the production of reports.

WES is continuing to monitor the situation closely and will proceed with evaluations through its standard processes when documents are available. If disruptions prevent documents from being sent, we will work with applicants based on what is currently possible. Please check the latest country- and institution-specific updates on our Required Documents page.

March 4, 2026

Due to the ongoing conflict in the Middle East and related airspace restrictions, DHL, Canada Post, USPS, and FedEx are experiencing service disruptions and suspensions to several destinations. Airline cancellations and rerouting are also causing broader international delays.

General Service Disruptions (Canada Post):
Algeria, Bangladesh, Brunei, Ethiopia, Iran, Israel, Jordan, Kazakhstan, Kuwait, Macao, Oman, Pakistan, Qatar, Romania, Saudi Arabia, Serbia, Sri Lanka, Tanzania, Tunisia, Uganda, United Arab Emirates, Zambia, Zimbabwe

Confirmed Suspensions:

  • Canada Post: Belarus, Haiti, Russia, Ukraine, West Bank and Gaza Strip
  • USPS: Afghanistan, Bahrain, Eritrea, Iran, Iraq, Israel, Jordan, Kuwait, Lebanon, Oman, Qatar, United Arab Emirates
  • DHL: Bahrain, Iran, Iraq, Israel, Qatar, Russia
  • FedEx (as of March 2, 2026): Bahrain, Iraq, Kuwait, Qatar, United Arab Emirates

Shipments to and from other Middle Eastern countries may also be subject to extended transit times. 

These disruptions may delay or prevent delivery of evaluation reports. If possible, please provide an alternative mailing address in a non-affected country.

Canada Post, the corporation responsible for the postal mail in Canada, is on strike, resulting in service disruptions and delivery delays. WES’ Global Documentation Center is located in Canada, and if you are awaiting a paper copy, you may be impacted. 

To mitigate these issues, WES provides:

· Digital delivery via AccessWES for receiving US and Canadian institutions
· Digital partnerships with sending institutions to submit documents electronically
· Partnerships with electronic delivery services such as National Skill Development Corporation (NSDC) & Qualification Check (QC)
· Applicants are able to access an unofficial or PDF copy of their report in their online account

Additionally, we:

· Encourage sending and receiving institutions to establish a digital partnership with WES to ensure they are not reliant on mailing documents.
· Send reports with alternative mail and courier services

If you are working on your application, here is what you can do:
We highly recommend requesting documents from your institution as early as possible and ensure your order reference number is included with your academic documents. You can find instructions and details for submitting Required Documents in My Account. Many sending institutions have digital relationships with WES to send your documents to us electronically. We also recommend using electronic digital relationships like NSDC or QC if they are available to you. Finally, if you must send your documents by mail, we suggest you choose a courier service that will provide a tracking number.

If your report is completed:
Once your application is complete, you can log in to My Account to access an unofficial copy of your report (or PDF if you selected ECA for IRCC). If you elected any recipients, we will issue your report via the delivery method we have established with that institution. If you have any concerns, we encourage you to connect with your recipient institutions to ensure that the postal delay does not impact your deadlines.

Delays Expected for Inbound DHL Deliveries — Consider Alternative Couriers 

Due to the ongoing DHL strike and the suspension of DHL Express operations in Canada starting Friday, June 20, 2025, international shipments sent to WES via DHL will experience significant delays or be undeliverable during this period. 

If you are planning to send documents to WES, we strongly encourage you to use alternative courier services such as FedEx or UPS to help ensure timely and successful delivery. 

For shipments already in transit via DHL, please monitor your tracking information closely. WES will continue to process all incoming mail promptly upon receipt.

Mail Service Disruptions in Sudan

Mail service to Sudan is being impacted by the escalating civil unrest. DHL has suspended inbound and outbound mail to the country. Canada Post is still an available evaluation delivery option. You should anticipate mail service disruptions, delays, and other difficulties during this period of unrest.

Delivery Service Suspensions in Ukraine, Russia, and Belarus

DHL has temporarily suspended shipments to Ukraine, Russia, and Belarus due to the conflict in the region. USPS and Canada Post have suspended postal shipments to Russia. These service interruptions will impact WES’ ability to deliver completed evaluation reports to recipients in Ukraine, Russia, and Belarus. Some of the mail that we recently sent to these countries might be returned to our offices in Canada and the U.S. We will make every effort to ensure that all mail reaches its intended recipient(s) as soon as possible. Additionally, we will continue to provide electronic copies of reports to institutions that have established secure file transfers with WES.

Individual applicants who live in the aforementioned countries can expect to experience delays in receiving their completed evaluation reports. If you are waiting for a copy of your completed credential evaluation report, please check with your local mail carrier to see if they are experiencing delays or rerouting mail for your address. Applicants who have tracking numbers can find the most recent updates on their mail carrier’s website. As soon as the situation permits, we will repost all returned international postal items free of charge.

Ukraine Update

As the war in Ukraine continues, the situation remains dynamic. WES is currently in contact with the Information and Image Center (ENIC Ukraine) of the Ministry of Education and Science of Ukraine. WES is working with ENIC to ensure continued evaluation of Ukrainian educational credentials through standard procedures. Please visit our web site for more information: Required Documents.

For applicants whose circumstances do not permit access to standard procedures, WES provides the Gateway Program in the United States or Canada.

The WES Gateway Program in the United States or Canada  serves applicants with partial documentation of academic accomplishment at Ukrainian institutions who are seeking an evaluation report for education, licensure, or employment purposes, and who have been displaced as a result of adverse circumstances in their country. Applicants with partial documentation who are seeking an evaluation report for immigration to Canada are advised to contact the Government of Canada’s website or learn more about the measures for people affected by the situation in Ukraine.

Policy Update for Ukraine

WES is currently unable to verify academic documents with the Information and Image Center (ENIC Ukraine) of the Ukrainian Ministry of Education and Science. Individuals seeking an evaluation report for education, licensure or employment purposes may be eligible for the WES Gateway Program in the United States or Canada. The program enables assessment of the educational credentials of individuals who have been displaced as a result of adverse circumstances in their country and have limited proof of their academic achievements. We invite you to visit the program website to learn more about the eligibility criteria.

Applicants seeking an evaluation report for immigration to Canada are advised to contact the Government of Canada’s website or learn more about the measures for people affected by the situation in Ukraine.
