En plus de favoriser la mobilit\u00e9 \u00e9conomique des individus, le partenariat pourrait \u00e9galement contribuer \u00e0 rem\u00e9dier aux p\u00e9nuries critiques de personnel dans tout le Texas\u00a0: selon une enqu\u00eate de 2019 de la Federal Reserve Bank de Dallas, \u00e0 l\u2019\u00e9poque, plus de <a href=\"https:\/\/www.dallasnews.com\/opinion\/commentary\/2019\/06\/30\/lots-of-help-wanted-how-the-labor-shortage-is-slowing-the-texas-economy\/\" target=\"_blank\" rel=\"noreferrer noopener\">7\u00a0entreprises sur 10 <\/a>essayaient de pourvoir les postes vacants, dont <a href=\"https:\/\/www.dallasnews.com\/opinion\/commentary\/2019\/06\/30\/lots-of-help-wanted-how-the-labor-shortage-is-slowing-the-texas-economy\/\" target=\"_blank\" rel=\"noreferrer noopener\">83\u00a0%<\/a> peinaient \u00e0 trouver les bons candidats.\u00a0\u00a0<\/p>\n\n<p>En d\u00e9pit des contributions cruciales que les immigrants et les r\u00e9fugi\u00e9s form\u00e9s \u00e0 l\u2019\u00e9tranger auraient pu apporter \u00e0 la main-d\u2019\u0153uvre locale, l\u2019approche de l\u2019\u00c9tat pour servir ces personnes s\u2019est jusqu\u2019\u00e0 pr\u00e9sent r\u00e9v\u00e9l\u00e9e incoh\u00e9rente et insuffisante. L\u2019AEL a communiqu\u00e9 des directives de base \u00e0 un r\u00e9seau de 36\u00a0prestataires de formation et d\u2019alphab\u00e9tisation pour adultes \u00e0 travers le Texas, qui ont re\u00e7u des fonds de la loi sur l\u2019innovation et les opportunit\u00e9s en mati\u00e8re de main-d\u2019\u0153uvre (WIOA), mais chaque prestataire a adopt\u00e9 une approche locale pour servir les immigrants et les r\u00e9fugi\u00e9s. Le manque de normalisation a conduit \u00e0 des services et \u00e0 des instructions incoh\u00e9rentes, qui n\u2019\u00e9taient en r\u00e8gle g\u00e9n\u00e9rale, pas adapt\u00e9es ou contextualis\u00e9es selon les bonnes pratiques. Par ailleurs, l\u2019orientation professionnelle ne s\u2019est que rarement \u00e9loign\u00e9e de ce qui \u00e9tait propos\u00e9 \u00e0 l\u2019ensemble des \u00e9tudiants, avec peu de discussions sur les exp\u00e9riences uniques et les barri\u00e8res auxquels sont confront\u00e9s en particulier les \u00e9tudiants immigr\u00e9s et r\u00e9fugi\u00e9s form\u00e9s \u00e0 l\u2019international.\u00a0\u00a0<\/p>\n\n<p>La direction de l\u2019AEL a s\u00e9lectionn\u00e9 huit prestataires pour participer \u00e0 la cohorte SIIP, estimant que le moyen le plus s\u00fbr d\u2019am\u00e9liorer la prestation de services \u00e9tait d\u2019offrir aux prestataires les moyens d\u2019op\u00e9rer le changement. Les partenaires choisis repr\u00e9sentaient diverses donn\u00e9es d\u00e9mographiques et diff\u00e9rents mod\u00e8les de programmes de tout l\u2019\u00c9tat. Leur composition\u00a0:\u00a0<\/p>\n\n<ul class=\"wp-block-list\">\n<li><a href=\"https:\/\/www.austincc.edu\/\" target=\"_blank\" rel=\"noreferrer noopener\">Austin Community College<\/a>\u00a0<\/li>\n<\/ul>\n\n<ul class=\"wp-block-list\">\n<li><a href=\"https:\/\/www.hcde-texas.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">Harris County Department of Education<\/a>\u00a0\u00a0<\/li>\n<\/ul>\n\n<ul class=\"wp-block-list\">\n<li><a href=\"https:\/\/www.esc5.net\/\" target=\"_blank\" rel=\"noreferrer noopener\">Region 5 Education Service Center<\/a>\u00a0<\/li>\n<\/ul>\n\n<ul class=\"wp-block-list\">\n<li><a href=\"https:\/\/restoreeducation.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">Restore Education<\/a>\u00a0\u00a0<\/li>\n<\/ul>\n\n<ul class=\"wp-block-list\">\n<li><a href=\"https:\/\/www.sanjac.edu\/\" target=\"_blank\" rel=\"noreferrer noopener\">San Jacinto College<\/a>\u00a0\u00a0<\/li>\n<\/ul>\n\n<ul class=\"wp-block-list\">\n<li><a href=\"https:\/\/www.twc.texas.gov\/programs\/adult-education-literacy\" target=\"_blank\" rel=\"noreferrer noopener\">Texas Workforce Commission Adult Education and Literacy<\/a>\u00a0<\/li>\n<\/ul>\n\n<ul class=\"wp-block-list\">\n<li><a href=\"https:\/\/tcall.tamu.edu\/TRAIN-PD-TCALL.html\" target=\"_blank\" rel=\"noreferrer noopener\">TRAIN PD, Texas Center for Advancement of Literacy and Learning (TCALL)<\/a>\u00a0<\/li>\n<\/ul>\n\n<ul class=\"wp-block-list\">\n<li><a href=\"https:\/\/www.yisd.net\/ysletacommunitylearningcenter\" target=\"_blank\" rel=\"noreferrer noopener\">Ysleta Community Adult Learning Center<\/a>, op\u00e9rant sous le nom de Far West Adult Education Consortium (FWAEC) \u00a0<\/li>\n<\/ul>\n\n<p><strong>Produire des synergies et des services \u00e0 l\u2019\u00e9chelle de l\u2019\u00c9tat<\/strong>\u00a0<\/p>\n\n<p>En collaboration avec le SIIP, la cohorte du Texas a b\u00e2ti une communaut\u00e9 de pratiques r\u00e9solue \u00e0 sensibiliser les immigrants et les r\u00e9fugi\u00e9s form\u00e9s \u00e0 l\u2019\u00e9tranger et \u00e0 mettre en place une approche coh\u00e9rente de la gestion des cas et de l\u2019orientation professionnelle.\u00a0\u00a0\u00a0<\/p>\n\n<p>Les partenaires ont cr\u00e9\u00e9 un portail centralis\u00e9 avec des ressources tant pour les <a href=\"https:\/\/synergytexas.org\/student-resources\/\" target=\"_blank\" rel=\"noreferrer noopener\">\u00e9tudiants <\/a>que pour les <a href=\"https:\/\/synergytexas.org\/program-resources\/\" target=\"_blank\" rel=\"noreferrer noopener\">prestataires de services<\/a>, notamment des guides de parcours professionnel, des webinaires \u00e0 l\u2019\u00e9chelle de l\u2019\u00c9tat pour les prestataires de formation pour adultes, un programme de d\u00e9veloppement professionnel Train of Trainers (TOT) et des webinaires pour formateurs afin de soutenir l\u2019enseignement de l\u2019anglais adapt\u00e9 aux besoins sp\u00e9cifiques. Gr\u00e2ce \u00e0 ces outils, AEL a fourni des ressources \u00e0 des prestataires de formation pour adultes de tout l\u2019\u00c9tat pour \u00e9valuer efficacement les comp\u00e9tences ant\u00e9rieures des immigrants et des r\u00e9fugi\u00e9s et soutenir leurs objectifs de formation et de carri\u00e8re. \u00ab\u00a0En 2018 et 2019, plusieurs programmes ne comptaient qu\u2019une poign\u00e9e d\u2019immigrants qualifi\u00e9s b\u00e9n\u00e9ficiant de services\u00a0\u00bb, a d\u00e9clar\u00e9 un membre de la cohorte SIIP du Texas. \u00ab\u00a0Deux ans plus tard, nous avons r\u00e9alis\u00e9 un bien meilleur travail pour identifier les apprenants de l\u2019anglais titulaires d\u2019un dipl\u00f4me d\u2019\u00e9tudes sup\u00e9rieures, et presque tous les programmes ont \u00e9largi leurs services \u00e0 leur intention.\u00a0\u00bb\u00a0\u00a0\u00a0\u00a0<\/p>\n\n<p>La cohorte du Texas s\u2019est depuis lors transform\u00e9e passant d\u2019un partenariat entre b\u00e9n\u00e9ficiaires de subventions s\u00e9par\u00e9s et isol\u00e9s en un groupe coh\u00e9sif appel\u00e9 <a href=\"https:\/\/synergytexas.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">Synergy Texas<\/a>, un r\u00e9seau engag\u00e9 \u00e0 faire progresser la vision d\u2019un \u00ab\u00a0Texas o\u00f9 tous les professionnels form\u00e9s \u00e0 l\u2019\u00e9tranger prosp\u00e8rent sur le plan financier\u00a0\u00bb. Il a mis en place des groupes de travail ax\u00e9s sur des axes strat\u00e9giques, notamment les partenariats avec les employeurs, l\u2019orientation professionnelle et l\u2019analyse de donn\u00e9es. Les prestataires de services de formation et d\u2019alphab\u00e9tisation pour adultes du r\u00e9seau servent \u00e9galement d\u2019ambassadeurs aupr\u00e8s d\u2019autres prestataires de l\u2019\u00c9tat, contribuant \u00e0 d\u00e9velopper des ressources et \u00e0 diffuser des informations.\u00a0<\/p>\n\n<p><strong>Perspectives d\u2019avenir au Texas\u00a0<\/strong>\u00a0<\/p>\n\n<p>Synergie Texas<strong><em> <\/em><\/strong>envisage d\u2019\u00e9tendre ses efforts aux niveaux local et \u00e9tatique, notamment en intensifiant la sensibilisation et la formation des partenaires potentiels en mati\u00e8re de perfectionnement de la main-d\u2019\u0153uvre. Au niveau local, il cherche \u00e0 \u00e9largir son impact en collaborant avec les conseils de l\u2019emploi, les employeurs et les services centralis\u00e9s pour les immigrants et r\u00e9fugi\u00e9s form\u00e9s \u00e0 l\u2019international dans les \u00e9tablissements d\u2019enseignement sup\u00e9rieur communautaires.\u202fPar exemple, le Region 5 Education Services Center, bas\u00e9 \u00e0 Beaumont, se pr\u00e9pare \u00e0 ouvrir un centre d\u2019accueil dans un \u00e9tablissement d\u2019enseignement sup\u00e9rieur communautaire local. <\/p>\n\n<p>Au niveau de l\u2019\u00c9tat, les partenaires de Synergy Texas continueront de partager leur expertise avec d\u2019autres prestataires de formation et d\u2019alphab\u00e9tisation pour adultes \u00e0 travers le Texas en int\u00e9grant davantage de conseils sur l\u2019enseignement linguistique adapt\u00e9 aux besoins sp\u00e9cifiques, l\u2019\u00e9ducation civique et l\u2019orientation professionnelle pour l\u2019inclusion de la main-d\u2019\u0153uvre immigr\u00e9e. En continuant \u00e0 b\u00e2tir et \u00e0 renforcer des partenariats \u00e0 travers l\u2019\u00c9tat, Synergy Texas esp\u00e8re consolider le r\u00e9seau pour inclure encore plus de partenaires r\u00e9solus \u00e0 accomplir leur mission commune.\u00a0<\/p>\n\n<p><em>S\u2019appuyant sur son exp\u00e9rience SIIP, Synergy Texas est devenue un mod\u00e8le pour d\u2019autres sites engag\u00e9s
