- EDUCATIONAL OVERVIEW
- ADMINISTRATION
AND FINANCE
- The Ministry of
Education is the central body for the management of education in
Ukraine. The Ministry is responsible for educational planning,
forecasting and regulating the network of educational institutions.
In addition, the Ministry has direct control over the design and
content of curriculum at all levels of education in the country.

- Management of the
educational system is also done on the local level through designated
authorities appointed by the Ministry. Local Councils of People’s
Deputies (LCPD) are responsible for financing educational establishments
using a combination of local funds and funds provided by the national
government. The Crimean Republic has its own Ministry of Education.

- Pre-school
establishments, general education schools and other institutions, which
are subordinated to the LCPD, are financed from the funds of the
corresponding local budgets. Postsecondary
and higher education institutions, professional and other state
educational establishments are financed from the state budget. State
educational establishments may have additional sources of financing,
including revenues generated by research projects, commercial
activities, subsidies, and educational activities.

- SIZE
- Approximately
10,750,000 students are enrolled at educational institutions at all
levels in Ukraine.

- STRUCTURE
- Elementary and
secondary general education is offered in basic schools.
Elementary education covers a period of four years (Grades I –
IV). Compulsory education is completed at basic secondary schools
(Grades V – IX). Basic secondary school graduates have the opportunity
to continue studies at upper general secondary schools (Grades X-XI),
professional trade schools, technical schools or vocational schools.

- Postsecondary and
higher education institutions are organized according to four
accreditation levels: (I) junior specialist courses taking no more than
three years of study; (II) bachelor’s degree courses normally taking
four years; (III) specialist degree courses generally requiring another
one to one and one-half years of additional study beyond the
bachelor’s degree; and (IV) master’s degree courses requiring at
least one year of additional study beyond the bachelor’s degree. At
the postgraduate level, three to four years of study are normally
required for a doctoral degree.

- PRIVATE AND PUBLIC
SCHOOLS
- Private educational
establishments cater to approximately 1% of the students aged 15-17
years and about 7% of the students at the higher education level.
Private institutions require a license to operate which must be followed
by full accreditation for permanent operation.

- ACADEMIC YEAR
- The academic year
runs from September to early June.

- TEACHER EDUCATION
- Pre-school
and elementary school teachers are trained in teacher education
programmes at higher education institutions of accreditation levels
I-II, leading to junior specialist qualifications or bachelor’s
degrees. Secondary school teachers are trained in teacher training
programmes at higher education institutions of accreditation levels
III-IV, leading to bachelor’s degrees or diplomas of specialist.

- Teacher training
takes place in 12 universities, two pedagogical universities, 27
pedagogical institutes, four colleges, 48 pedagogical schools, and five
industrial-pedagogical technical schools.
