- ADMINISTRATION AND FINANCE
- The organizations
responsible for educational administration in Korea comprise three layers
of administrative authority: the Ministry of Education at the national
level, Offices of Education at the municipal and provincial level, and
District Offices of Education at the county level.

- The Ministry of Education
is the central authority of education administration. It makes policies
with regard to education at the national level, and assimilates and adjusts
them in co-operation with other Ministries. It is also responsible for
implementing educational policies and guiding regional educational bodies.

- In addition to the Ministry
of Education, the Ministry of Science and Technology and the Ministry of
Labor are all involved in formulating and implementing policies related to
human resource development, manpower development, and vocational and
technical education and training.

- An independent,
inter-institutional, non-governmental organization, the Korean Council for
University Education enhances the autonomy and accountability in the
management of higher education. It
is concerned with issues such as professional research in the management of
colleges and universities and the college entrance system, formulation of
policies to provide financial aid to colleges and universities, development
and dissemination of college curricula and teaching methods and conducting
institutional and programme evaluation.

- Approximately 17.5% of
Korea’s total governmental expenditure is allocated for education.

- SIZE
- Approximately 11,500,000
students are enrolled in educational programmes at all levels.

- STRUCTURE
- The current education
system in the Republic of Korea was established according to the Education
Law enacted in 1949. The school system is a linear one, consisting of six
years of elementary school, three years of middle school, three years of
upper secondary school and four years of college or university.
Kindergarten is not a part of the formal educational system.

- PRIVATE
AND PUBLIC EDUCATION
- There are private
institutions at all levels of education in Korea.
Approximately one third of all lower secondary institutions are
private, and more than one half of secondary schools are private.
Three quarters of all students attending higher education are
enrolled in private institutions. At the elementary and secondary levels,
private institutions are under the guidance of the Ministry of Education. A
system of accreditation for higher education institutions has been planned,
but is yet to implemented.

- Private institutions depend
on endowments and tuition fees for their operation. In addition, the
government provides financial assistance.

- ACADEMIC YEAR
- The academic year begins in
March and ends in February.

- TEACHER
EDUCATION
- Elementary school teachers
are trained in four-year bachelor’s degree programmes at teachers’
colleges; secondary school teachers are trained four-year bachelor’s
degree programmes in faculties of education at universities or four-year
colleges.
