ELEMENTARY EDUCATION

Structure
A non-compulsory pre-elementary course of one year in duration is offered for five-year old children.  Dabestan (Elementary education) is the first stage of formal education and begins at age six and lasts five years, covering grades 1 through 5.  Although elementary education is free and compulsory, full enrollment in elementary education has not been achieved.

Assessment and Promotion
Students are assessed internally through coursework and examination. Students take three annual examinations to determine promotion to the next grade.  At the end of the fifth year, a national examination is taken. Those who pass the examination are issued a elementary school leaving certificate and pass on to the next level of education; those who fail, are given the opportunity to retake the examination the following year.  If they fail the examination a second time, they must either discontinue their studies or undertake basic vocational training or seek employment.   
 
Grading Scale
Grading is based on a 0 to 20 scale with 7 as the lowest passing grade in individual subjects except Farsi, in which a 10 is required. An average grade of 10 is required for the year in order to be promoted.  Students who fail to achieve an average of 10 must repeat the year.
