- EDUCATIONAL OVERVIEW
- ADMINISTRATION AND
FINANCE
- Education is under the auspices of the
Ministry of Education (MOE). The Directorate of Secondary Education and
Higher Education, directly under the MOE, is responsible for secondary
and higher secondary education. Sub-districts are responsible for
elementary education. The Directorate of Technical Education is
responsible for vocational and technical education. University education
is directly under the MOE. Islamic schools are under the supervision of
the Madrasah Education Board, an autonomous institution, established in
1982.

- Approximately 1.5% of the total Gross
National Product is allocated for educational expenses.

- SIZE
- Approximately 16,000,000 students are
enrolled in educational programmes at all levels in Bangladesh.

- STRUCTURE
- The structure of education in Bangladesh
has many of the characteristics inherited from the British system of
education and the educational system in India. Access to education is
unequal. The imbalance is
based on two factors: gender and the disparity between rural and urban
populations. For many years access to elementary education has been
within the reach of only the well-off.
- The pattern of education in Bangladesh
consists of five years of elementary education, three years of lower or
junior secondary, two years of secondary, and two years of higher
secondary education. In addition, vocational and technical education is
offered at the secondary level.

- There are three types of universities in
Bangladesh: General, Special, and Open.
General universities have defined territorial jurisdiction, and
all colleges within the university territory are automatically under the
control of the university. Virtually all general universities in
Bangladesh are both teaching and affiliating institutions; instruction
takes place at colleges of the university, while the syllabus for the
colleges is designed and examinations conducted by the central
administrative authority of the relevant university.

- The University Grants Commission has the
responsibility of coordinating academic programmes, promoting research
activities, acting as a liaison between the universities and the
government, and allocating funds and grants to universities.

- PRIVATE AND PUBLIC
EDUCATION
- Approximately 20% of all elementary
schools are privately operated. All junior secondary schools, and 97% of
all secondary schools and all but three higher secondary schools are in
the private sector. All private schools running programmes under the
public system are required, for academic purposes, to be affiliated with
the regional Boards of Intermediate and Secondary Education. Traditional
Islamic education is not included in the present definition of private
education.
- Since 1992, the government has authorized
the establishment of private universities in Bangladesh.
The 16 universities currently in operation are modeled after
higher education institutions in the United States; they offer four-year
bachelor’s degree programmes, use a credit hour system, and follow the
U.S. academic calendar year.

- ACADEMIC YEAR
- The academic year in elementary/secondary
schools begins in January and ends in December.
At the university level, the academic year runs from September to
August.

- TEACHER EDUCATION
- Elementary teachers are trained at Primary
Teacher Training Institutes. The programme is one year in duration and
requires the Secondary School Certificate for admission for women and
the Higher Secondary Certificate for men. The National Academy for
Primary Education is responsible for conducting examinations at the
conclusion of the one-year course.
Upon successful completion of the examination, elementary
teachers are awarded the Certificate in Education.

- Vocational teacher training is offered at
the Vocational Teachers Training Institute. The institute offers
two-year programmes. Technical teacher training is offered at the
Technical Teachers Training College. The College offers a one-year
Diploma in Technical Education and a two-year Bachelor of Education
(Technology). The Diploma in Technical Education requires a Diploma in
Technology for admission and the Bachelor of Education (Technology)
requires a Diploma in Technical Education for admission.

- Secondary-level teachers must complete a
two-year bachelor’s degree, followed by a one-year bachelor’s
degree. Master’s degrees and a doctoral programme in education are
also offered.
